Section 78 of the Highways Act 1986 provides local authorities with powers to grant a licence (“licence”) to a person to provide on any part of a highway facilities for refreshment, and for that purpose to place there any necessary furniture; or to place on any part of a highway kiosks, showcases or other similar structures for the sale of articles, the display of articles for sale or the display of posters.
The Ramsey Town Commissioners have adopted a policy of the licensing of Advertising Boards and Street Furniture within the town.
